For the noodles, bring a large pot of water to a boil. When it comes to a boil, cook noodles for 2-3 minutes, drain and serve hot with beef.
Slice beef into thin strips, works best of beef is frozen.
Put the beef in a large mixing bowl and sprinkle with granulated sugar. If you have time you can let this marinate, otherwise, simply let it sit for a couple minutes.
Add in all other ingredients and mix well.
Add a small amount of oil to a high wall skillet or wok and heat to medium-high heat.
Add in green pepper and onions and stir-fry for about 2 minutes. Add in the beef strips and continue cooking until the beef strips are browned.
