Preheat oven to 350 degrees F.
Grease and flour a 9 inch square cake pan with butter.
Beat together sugar and butter until light and fluffy. Add eggs in one at a time beating after each addition. Mix in flour till its incorporated. Fold in vanilla and chocolate chips.
Pour batter into prepared cake pan and bake for 30 - 35 minutes, or until an inserted toothpick comes out clean. Set to cool, once cool enough to touch turn cake out of pan and let cool completely on a wire rack.
In a double boiler or a pot filled with water and a bowl, melt chocolate chips and cream. Stir until smooth.
Cut cake into squares and using a wire rack and a pan or plate underneath to catch chocolate sauce, ladle chocolate and coat completely the cake squares. Let drip off excess then transfer to a baking sheet lined with parchment paper to let chocolate set. Serve.
