Preheat oven to 350F.
Grease a 9 inch glass baking pan with butter.
In a large pot melt melt butter, stir in flour and let cook for a couple of minutes. Whisk in milk and bring to a boil, and let simmer for 5 minutes.
Once boiling add in cream cheese, swiss cheese, cheddar cheese, garlic, salt, pepper and nutmeg. Stir until cheese melts completely. Set aside.
Peel and wash potatoes. Slice potatoes into 1/4 inch slices. Layer potatoes into prepared pan adding enough sauce to cover layer, continuing layering ending with the sauce on top. Sprinkle parmesan on top.
Bake for an 1 1/2 hours, or until potatoes and tender and top is nice and golden. Set to cool for 10 minutes. Sprinkle fresh parsley on top and serve.
