Grease a 9x13 inch baking dish.
In a large bowl conbine all dry ingredients
in a medium sized sauce pan, mix honey, brown sugar and salt. heat at medium-low heat until mixture comes to a boil.
Remove from heat and stir in peanut butter and vanilla until smooth.
Pour over dry ingredients, mix well.
Press mixture into baking tray, sprinkle chocolte chips over top. press down to form firm bars.
Chill until firm before cutting into bars.
