Preheat oven to 350 degrees.
Grease and flour two 8 inch round cake pans.
In a mixing bowl, mix together flour, sugar and salt.
In separate bowl beat eggs, buttermilk, baking soda and vanilla.
In a saucepan bring butter, cocoa and water to a boil and whisk together.
In a large mixing bowl, combine all 3 mixtures and mix until blended.
Pour evenly into cake pans.
Bake 30-35 minutes or until tester inserted in the center comes out clean.
Cool 5 minutes in tins then remove to a wire rack to cool completely.
In a small sauce pan, bring butter, cocoa and milk to a boil. Whisk together to combine and watch you do not burn the milk.
Remove and pour over sugar in a medium bowl.
Add vanilla extract and mix well.
Let cool to just warm.
Place bottom cake layer on a serving plate and spread one third of the frosting over cake layer.
Place on the top cake layer and spread the remaining icing onto the top and sides.
Top with candy toppings and chill until ready to serve.
