Preheat oven to 375 degrees F.
In large skillet, fry onion in vegetable oil for 3 minutes until transparent and soft.
Add beef and cook until browned, stirring.
Stir in beef broth and flour and heat until bubbling.
Add frozen peas and cook for 2 additional minutes.
Taste and season with salt and pepper.
Spoon beef mixture into large casserole dish.
Top meat mixture evenly with mashed potatoes and sprinkle with grated cheese.
Bake for 20 minutes or until potatoes are lightly browned and cheese is bubbly.
