In a wok or large skillet, heat the oil over medium-high heat.
Add the garlic and toss in oil to coat and soften.
Add the cauliflower and stir-fry for 1 minute, being certain to expose all sides hot skillet.
Add the lemon, water, sugar, pepper, and scallions and cook, gently flipping to brown each side.
Transfer the cauliflower to a platter and serve hot, warm, room temperature, or cold, with fresh chopped dill.
